'Sadistic' killer Steven Ling who stabbed Joanne Tulip 60 instances 'must be freed'

A ‘sadistic’ killer who stabbed his sufferer greater than 60 instances in a brutal homicide that shocked the nation must be free of jail, the Parole Board has mentioned.
