Police are looking for out who taped a bulldog inside a trash bag and deserted him in Des Moines.
The emaciated canine was discovered Tuesday afternoon close to a railroad viaduct along with his head protruding of a black plastic rubbish bag. The canine was unable to stroll as a result of the bag was secured with tape.
Police spokesperson Sgt. Paul Parizek stated in an announcement that the person who discovered the canine stated the bag caught his consideration as a result of it gave the impression to be shifting.
