‘Chemical incident’: Residents ordered to shelter in place after blast rocks chemical plant in Belle, West Virginia (PHOTOS)

Authorities in Belle, West Virginia have ordered residents to shelter in place following a strong explosion and blaze at an area chemical plant. Few particulars have up to now emerged in regards to the blast.
